📦 build(docker): 优化 Dockerfile 构建流程和依赖管理

- 调整指令顺序，将 npm 镜像配置提前至 pnpm 安装前，确保 pnpm 从国内镜像下载
- 合并 pnpm 镜像配置命令，简化 Docker 层
- 添加注释说明，提高构建步骤的可读性
- 保持 APT 源和 PostgreSQL 仓库的配置不变
